Rood added that, in the opinion of the American authorities, "such a challenge comes from the Russian doctrine."

“[In the doctrine], in our opinion, it is expressed that they [the Russians] can use small nuclear weapons against the USA and its allies without fear of an adequate response,” the deputy head of the Pentagon believes. In particular, in this way, he explained the need to modernize some American nuclear weapons.

In addition, he argued that the Russian side is violating the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles (INF). 

“We are concerned about the future and are working with other parties to convince the Chinese and Russians that their approaches do not stabilize the situation and do not lead to the security system they want. Where possible, we will cooperate in finding solutions to issues such as the preservation of the START [Treaty on Further Reduction and Restriction of Strategic Offensive Arms, which expires in 2021] and other treaties in the nuclear field. We will have to do it together, ”the Russian agency quotes his words. 
Earlier, the acting head of the US Department of Defense, Mark Esper, expressed this opinion. He said that Russia is actively expanding and modernizing its arsenal, which contains about 2 thousand tactical warheads that can be placed on ships, submarines, aeroplanes and used by ground forces or air defense forces.

At the same time, he assured that the United States and its NATO allies are ready to "effectively repel Russia's aggression." According to him, the United States is waging a war in cyberspace with Russia at the same time, the Russian side, according to Esper, allegedly steals technology from the United States, conducting industrial espionage. 

In addition, the contender for the post of defense minister believes that Russia is a "strategic opponent" of the United States: he is confident that the opposition is already underway in the Arctic zone, Africa and Latin America.

Esper noted that Washington and the country's partners have enough funds to counter the “Russian aggression”. In particular, maintaining the combat capability of nuclear and conventional forces is, in his opinion, the most effective method of deterrence.

“Coordination of our actions with allies in Europe and the very alignment of forces will effectively repel Russia's aggression,” said the acting secretary of defense.
