Russia accused the United States in the destruction of the contract

The Russian side called the United States the "grave-diggers" of the INF. Russian Deputy Foreign Minister Sergei Ryabkov stressed that Washington is solely responsible for breaking the treaty, and it is “incorrect” to place it on Russia. He also called for a broader agreement on nuclear control, in which France and the United Kingdom would be involved.

Russia blamed the breach of the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles (INF) on Washington.

“It was the United States who became the grave diggers of the treaty. They launched and completed the exit procedure. Meanwhile, Russia has consistently and until the very last moment advocated its preservation. Accordingly, it is absolutely incorrect to say, as some officials abroad do, as well as certain mass media, that our country has also withdrawn from the treaty and shares responsibility with the Americans, ”said Russian Deputy Foreign Minister Sergey Ryabkov.

The diplomat stressed that the decision of the United States to destroy the treaty dealt a heavy blow to the arms control system that had been created for decades. He called the inevitable far-reaching negative consequences for the entire international security architecture.

He noted that Russia could not accept the conditions for preserving the treaty that was not set by Washington, because they were illegal.

  • Ryabkov stressed that Moscow could not consider the option of destroying the 9M729 missile, as the United States wanted, because this system does not apply to the INF.

  • The United States claimed that these weapons violate the terms of the treaty and are able to cover a distance of 500 km, prohibited by the terms of the agreement. But in Russia, they assured that this was impossible, and even demonstrated a rocket to foreign specialists. However, this did not affect the US position.

  • “Therefore, against this background from the US, demanding the destruction of this rocket and we agree to something like that would be simply out of the common display of an irresponsible attitude to our own security,” Ryabkov explained.

  • At the same time, he noted that the United States also refused to comply with the requirements put forward by the Russian side to maintain the INF. First of all, we are talking about the deployment of Mk-41 launchers on land, from which you can launch firing cruise missiles prohibited by the treaty.

  • “There have been no shifts in the so-called target missiles launched by the Americans from the ground to test their missile defense system, but similar in characteristics to ballistic missile systems. The same applies to the use by the Pentagon of shock drone unmanned aerial vehicles, fully falling under the definition contained in the treaty “land-based cruise missile,” the deputy minister stressed.

The diplomat did not see any positive consequences of the withdrawal of the United States from the INF Treaty.

  • He stressed that Russia's proposals to stabilize the situation in this area remains relevant.

  • In particular, Moscow is proposing the United States to impose a moratorium on the placement of INFs, as the Russian side has already done. At the same time, Ryabkov specified that Russia would not deploy ground-based INF in Europe or other regions only until American weapons of this class appear there.

  • “We urge Washington to show responsibility and, following the example of Russia, to abandon the deployment of medium-range and shorter-range systems created by Americans, which was actively talked about in the Pentagon. We are still open to an equal and constructive dialogue with the United States on the subject of the INF Treaty and other issues of strategic stability based on respect for each other and mutual consideration of interests” said the Deputy Foreign Minister of the Russian Federation

  • Ryabkov warned that due to the breakdown of the INF Treaty, Russia will take comprehensive measures to ensure its own security. In particular, Moscow will be forced to increase its arsenal of INF in the case of the absence of a moratorium on the deployment of weapons of the respective classes.

  • “In the absence of agreements and in the absence of a mutual moratorium [on the launch of the INF], the only way to protect our security from such attacks may be capacity building in this area, which can shake our opponents somewhat and make them not look one-sidedly at what is happening, but see the prospect and the bulk of this whole picture, ”the diplomat explained.

At the same time, Russia is looking forward to continuing the dialogue with its American colleagues on military doctrines on the use of nuclear weapons, he noted.

According to Ryabkov, this discussion has already been launched among Russians and Americans.

In addition, he said, Russia is in favor of a broader agreement on nuclear weapons. He stressed that any further steps in the field of arms control should take into account including the nuclear potential of France and the UK.
