The situation in the western strategic direction continues to deteriorate, in particular, due to the strengthening of NATO's military presence there, especially in Poland and Romania, said Russian Defense Minister Sergei Shoigu. According to him, in view of such circumstances, the Russian side will hold 20 organizational measures to improve the military personnel.

Minister of Defense of the Russian Federation Army General Sergei Shoigu opened a meeting of the board of the Ministry of Defense by considering the implementation of plans for 2019-2025 of the Western and Eastern military districts as part of the implementation of the May decrees of the President of Russia 2012 and 2018 and his instructions following the results of the meetings in Sochi.

He noted that there is a growing military presence of NATO. In particular, this is observed in Poland and Romania, where the United States is deploying its missile defense systems.
Since 2016, an American military base has been operating on Romanian territory, on which the Aegis Ashore system with Mk-41 launchers and SM-3 interceptor missiles has been installed. According to the Pentagon, they are designed to intercept ballistic missiles, but Moscow has repeatedly accused Washington of using Tomkawk cruise missiles with the Mk-41, which violates the Treaty on the Elimination of Intermediate and Shorter-Range Missiles (INF Treaty). Washington always denied this, but on August 2, the treaty terminated.
Now the United States and Romania are going to strengthen their “defensive positions” on the eastern flank of NATO, in particular in the Black Sea. This is indicated in a joint statement released by the White House on Tuesday by the presidents of the two states, Donald Trump and Klaus Johannis, following their meeting in Washington.
No less Romania is aimed at strengthening the eastern flank and Poland. The Minister of Defense of the country Mariusz Blaszczak spoke about this on July 17 on Polskie Radio. “It is important to strengthen the eastern flank of NATO, and therefore the eastern flank of our country, to deter a possible aggressor,” he emphasized. In addition, he recalled the creation of a division command, to which US troops on the eastern flank of the North Atlantic Alliance will be subordinate.
In addition to Romania and Poland, the alliance is also expanding military cooperation with Finland and Sweden.
Sergey Shoigu also drew attention to this. According to him, to neutralize emerging threats, the Russian side is implementing a set of measures.
“In the Western Military District this year, more than 20 organizational measures will be taken to improve the military personnel, including coastal forces, air defense forces and logistics. By the end of the year, more than 1.3 thousand units of new and modernized equipment will enter the district. The staffing of the district troops with contract servicemen will continue. More than 9 thousand people have already been selected this year, ”the Minister of Defense said.
He noted that the main efforts of the command of the Western District are aimed at conducting the Russian-Belarusian operational exercises “Union Shield - 2019”. They will complete the two-year cycle of joint training between the two states. Shoigu noted that the manoeuvres will be exclusively defensive in nature.

In total, they plan to use up to 12 thousand military personnel and 950 units of military equipment. This time they will be held at the Mulino training ground in the Nizhny Novgorod region from September 13 to 19. Previous exercises - “West-2017” - took place in Belarus from September 14 to September 20, 2017. According to their results, a meeting of the joint board of the Russian and Belorussian defense ministries was held in Moscow, in which Sergey Shoigu and his Belarusian counterpart Andrei Ravkov participated.

He expressed the opinion that the excitement of Western media around the manoeuvres is a cover for NATO’s increased activity near the borders of Russia and Belarus. Shoigu noted that additional military contingents of the alliance are deployed there, offensive weapons are concentrated, large-scale military exercises are regularly held, and the infrastructure of seaports and airfields is being improved.
In addition to the Union’s Shield - 2019, Russia is also preparing for three exercises of the Collective Security Treaty Organization (CSTO) of the current year: Interaction, Echelon, and Search said Shoigu. In addition to the Russian Federation, military contingents of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan will take part in them.

According to him, the actions of the United States and its allies are aimed at expanding its influence in the Asia-Pacific region, as well as weakening the positions of Russia and China in Southeast Asia.
In order to adequately respond to existing and potential challenges, 62 organizational events will be held in the Eastern Military District this year, the Minister of Defense said. The most important of them, he called the formation of the management of the mixed aviation division and anti-aircraft missile brigade.
