“I can tell you my personal opinion. I would not recommend removing the block from Odnoklassniki and Vkontakte, because I do not see any reason for this. There is a lot of content that negatively affects Ukrainians, ”Fedorov said in an interview with the Ukrainian newspaper Liga.News.

  • The adviser to the country's leader in charge of reforms in the digital economy added that he would recommend extending the period of sanctions against these online resources. “Unfortunately, VKontakte became a special operation of Russia against Ukraine. After the departure [of the platform’s creator] Pavel Durov, this is obvious, ”said Fedorov.

  • The ban on the use of Russian information resources Yandex and Mail.Ru, as well as their social networks Odnoklassniki and VKontakte was introduced by ex-President of Ukraine Petro Poroshenko in 2017. Then, the former Ukrainian leader said that the country's citizens "are able to live without these social networks."

  • As the reason why the sanction law was adopted, Poroshenko named the work of the Russian special services, which, in his opinion, use these companies “to promote Russian propaganda and conduct special information operations against Ukraine and its citizens”.

  • Ukrainians themselves opposed the ban on the use of Russian social networks. So, at the end of June this year, a petition was posted on the head of state’s website demanding that access to Russian resources be returned.

“Cancel the ban on the use of Russian and other sites, social networks. Here comes the restriction of human freedom. We have the right to access information, develop and communicate with those people who we have the right to choose, ”said the author of the statement, drawing attention to the fact that many relatives of Ukrainians live in Russia.

  • The appeal to the president was registered on June 20, and on August 5 it received only 930 signatures from the required 25 thousand. If within three months from the moment of writing the petition gains the required number of votes, it will be considered by the country's leader.

  • The cancellation of sanctions was also advocated by the deputy of the Verkhovna Rada from the party “Opposition platform - For life” Vadim Rabinovich. He posted a post on Facebook, which called on Vladimir Zelensky to remove the lock from several Russian sites.

  • Zelensky himself during the election campaign for the presidency of Ukraine said that he did not approve of the blocking of Russian social networks. Before the second round of elections in an interview with the Ukrainian media, he noted that the residents of the country must first be given an alternative to these resources, and then Russian sites themselves should also be banned.

  • When asked if media resources would remain blocked if he wins the election, then-presidential candidate Vladimir Zelensky replied that sanctions on social networks did not lead to anything, as the Ukrainians began to circumvent the ban. However, he admitted the validity of the prohibiting law of Poroshenko. According to Zelensky, if anti-Ukrainian statements are promoted on these platforms, then “this is a crime” and “another thing”.

  • Despite the controversy surrounding this law, the National Security and Defense Council of Ukraine announced on July 22, 2019, that it was not going to lift the ban on social networks.
