The statement of the former commander of the US Army in Europe, General Ben Hodges that the Russian side is blocking the holding of NATO exercises in the Black Sea, was made in order to increase defense spending, Russian Senator Vladimir Dzhabarov is sure.
“The fact that this statement is being made is one problem - at all costs try to raise military budgets, appealing to the world community that Russia poses a“ threat ”to NATO, build up defense and rearm.

Earlier, the US military Ben Hodges gave an interview to the Ukrainian Today newspaper in which he complained that Russia was blocking NATO exercises in the Black Sea. According to him, when the alliance forces announce places for exercises in the Black Sea, Russia supposedly closes the aisles to them. “This is a form of the temporary blockade of Odessa. This is not an accident. Therefore, Romania and our allies are so worried, ”said Hodges.
The general called on the member countries of the alliance to build up forces in the Black Sea in order to "have more opportunities to ensure freedom of navigation, to protect NATO."
The opinion of the military provoked sharp criticism in Russia. In particular, State Duma deputy from Crimea Ruslan Balbek called Hodges' words unintelligible.
In a conversation with RT, Balbek noted that the direct task of any navy, including the Russian one, is to monitor the exercises that take place near the borders of the country, as well as to be prepared to repel possible provocations.
“So the American general went too far in his statements - either from ignorance of the situation or to escalate anti-Russian hysteria. The fact that NATO conducts exercises in the eastern part of the Black Sea, and our ships and coastal units are on high alert, speaks only of protecting our national interests, and not of trying to prevent NATO manoeuvres, ”the parliamentarian said.

Every year, international naval exercises called Sea Breeze are held in the Black Sea. Manoeuvres organized by the USA and Ukraine have been held since 1997, with the exception of 2006 and 2009.
This year they took place in early July in the northwestern part of the Black Sea, as well as in the Mykolaiv, Kherson and Odesa regions of Ukraine. The exercises were attended by 19 countries. In particular, there were ships and aircraft of NATO members and their allies. In total, 32 ships, 24 aircraft, and more than 3 thousand military personnel were involved in manoeuvres.
In Russia, these teachings were apprehended with caution, saying that holding the Sea Breeze was a “dangerous idea”. However, in the USA, for example, they are convinced that the participation of their ships in this event contributes to "increasing regional stability" in the Black Sea.
The Russian Ministry of Defense , in turn, was reminded that American warships cannot stay in the Black Sea for more than 21 days, which is prescribed in the Montreux international convention. The provisions of this document indicate the rules for the passage of warships of non-Black Sea states through the Turkish Straits.
