"Positive development": the EU approved the plan of Ukraine for the Donbass

After a meeting of European foreign ministers with the Ukrainian Foreign Minister Vadim Priestayko, the EU noted that he presented his colleagues with a “satisfactory and comprehensive” plan to resolve the conflict in the Donbas. Brussels supported Kyiv’s intentions when it saw a “positive development” of the situation. Earlier, Priestayko promised that he would ask his colleagues to “squeeze Russia” through sanctions.

In Luxembourg, Foreign Minister of Ukraine Vadim Priestayko presented to his colleagues from the countries of the European Union a “satisfactory plan” for resolving the conflict in the Donbas. This was told by the head of the EU diplomacy Federica Mogherini.
“We saw from him a fairly comprehensive plan and, I would even say, a satisfactory picture of the government’s reform plans, as well as how to resolve the conflict in eastern Ukraine,” she said.
Mogherini noted that the EU, seeing the “positive development” of the situation, is ready to support the intentions of the Kyiv authorities.

“We reaffirmed the Ukrainian Minister’s commitment to the EU to support the sovereignty and territorial integrity of Ukraine, as well as the commitment to support the reform agenda,” added the head of the Union’s diplomacy.

The Foreign Minister of Ukraine paid a working visit to Brussels and Luxembourg, where he met with European colleagues. In particular, he took part in the ministerial meeting of the “Group of Friends of Ukraine in the EU” at the invitation of Mogherini. At meetings with foreign ministers, Vadim Pristayko discussed the settlement of the armed conflict in Ukraine, as well as the implementation of reforms in the country. In addition, according to the press service of the Ukrainian Foreign Ministry, he told his partners "about the state of preparation for the summit in the" Norman format ".
The peace settlement in the Donbas is based on the Minsk agreements that were concluded between the heads of Ukraine, Germany, Russia and France in 2015. In particular, they suggest a ceasefire by both sides, the withdrawal of weapons, amnesty of participants in hostilities, and the resumption of economic ties.
The main point of the agreement is also the implementation of constitutional reform in Ukraine, as a result of which a special status of self-proclaimed republics will be prescribed at the legislative level. However, despite the signing of the "Steinmeier formula", which contributes to the implementation of the agreements, the plan for resolving the conflict remains unfulfilled.
On October 12, Ukrinform published an interview with the Ukrainian Foreign Minister, in which he promised to ask European ministers to “squeeze” Russia on the settlement of the conflict in southeastern Ukraine.
“Because if you don’t squeeze Russia now, the situation will roll back to a state of military confrontation, that is, we will begin to barricade again,” Pristayko said.
According to the diplomat, Kiev “is taking certain rather painful steps that part of the society is responding with protests” (the Foreign Minister had in mind the protests that took place across the country against the adoption of the “Steinmeier formula”, which determines the procedure for conferring special status on the self-proclaimed republics of Donbas) .
The decisions of the Kyiv authorities, I am sure the head of the Ukrainian department, "should not just hang in the air." Thus, the EU “must shoulder up” and support these measures, the minister said.
In response to the statement that Russia needs to be “squeezed”, Senator Alexei Pushkov expressed the opinion that the Kyiv authorities are going the wrong way. “First, [President of Ukraine Vladimir] Zelensky must click on his ultra. They are strong because no one is opposed to them. There is a clear lack of power in Kyiv, ”the politician posted on Twitter.
Pushkov, in particular, is confident that the current head of Ukraine, Vladimir Zelensky, will have to deal with this issue himself, as European countries "will not help" here.
Later, on October 14, Vadim Pristayko explained how the EU could “squeeze Russia.”
“Sanctions are the measures that Europe applies to the Russian Federation. The stronger the sanctions, the better the Russian Federation understands what we mean - Ukraine and the EU, ”cites the head of the Ukrainian Foreign Ministry of RIA Novosti.
The agency's source on the sidelines of the meeting explained that the meetings were fact-finding in nature and did not imply any statements or decisions.
Earlier, Priestayko expressed concern that European countries could stop the sanctions policy against Russia. In his opinion, the destruction of agreements that affect this topic is possible.
“If pieces fall off from this whole, that is, someone finishes the last kilometres of Nord Stream 2, someone says:“ What’s wrong if [President Vladimir Putin] Putin is with us at the next G7 vote ”, then, in the end, there’s only one step left: simply because of the destruction of the consensus, the sanctions cannot be extended, ”the Ukrainian official suggested. At the same time, he drew attention to the fact that sanctions are not only restrictive measures, it is also a special attitude towards the country, implying a “handshake”.
